aaron, over it you. >> thank you. new this morning, two people are out of their home after a fire overnight. firefighters were called to dower drive in silver spring. this was just after midnight. they found two residents had escaped the house safely. but much of the top floor of that split-level home is gutted. the cause of the fire is under investigation. we're working right now to find out more about an overnight accident that killed a pedestrian in bowie. this video of the crash just in to our newsroom. police say the victim is 39-year-old zubery brown. officers say he was walking in the northbound lanes of southbound 301 -- sorry, he was walking along 301 at pointer ridge drive just after 12:30 when he was hit by a car. police say the driver did remain on the scene. a man accused of trying to rob a university of maryland student two week ago is now in jail. the attempted holdup happened in a common area of the new varsity apartment on route 1 in college park. police say 21-year-old damonte

spearman threatened a student with a fake gun and demanded the student's laptop. the victim refused and tried to fight off spearman when another person came into the room. spearman ran off. police say he confessed to the attempted robbery. this morning, a virginia man is recovering from severe burns after an explosion at his deli. neighbors say it's not the first time that business has been targeted. news4's megan mcgrath live this morning in lorton with the latest on this. megan? >> reporter: well, aaron, the search is still on for the person behind this bombing. police are looking for an individual seen by witnesses running from the scene immediately after the blast. they say that person may also have been injured. you see the smoky char on the front door here. the window of the deli were blown out but have been boarded up. extensive damage. leak at the video from yesterday. now this began to unfold at around 10:30 on wednesday morning. the deli owner says he was

unloading boxes from his car when suddenly there was an explosion. reece spoke to news4 by phone from his hospital bed. he suffered serious burns although he is expected to recover. he says the explosion caught him completely by surprise. >> looked back inside the store. all i could look up -- fire, boom, explosion. can't be angry. >> reporter: and reece says he has no idea who would do this, what the motivation behind the attack could possibly be. police still looking for the person responsible. again, witnesses did see a man running from the scene immediately after the blast. investigators believe it is possible that that person is also injured. not a good description on the suspect, but anyone with information, you're asked to call fairfax county police. from lorton, megan mcgrath, news4, back to you in the studio. we could get answers today

about mysterious developments in the case of the man convicted of killing chandra levy. the d.c. court of appeals will rule whether details from recent hearings will be made public. the suspect will be in court in the district. as with previous hearings, we don't know what the hearing is about. we do know there have been two other closed door hearings in recent months to discuss the credibility of a witness in guandique's trial. we don't know if the witness is the man who testified that guandique confessed to killing levy while in prison on an unrelated conviction. chandra levy's parents say they're fine with the judge's decision to keep the hearings private. >> there's nothing we can do to bring our daughter back. >> yeah. >> no matter what happens. it still leaves us with pain. >> yeah. >> and whether it's private or not doesn't matter in my opinion. >> prosecutors had very little scientific evidence in the trial. any trouble with witnesses could be extremely damaging to their

case. sparks could fly on capitol hill today when president obama's choice to head the cia answers questions at his confirmation hearing. democrats and republicans on the senate intelligence committee will likely grill john brennan. brennan, the chief counterterrorism adviser now, is under scrutiny for the administration's use of drone strikes to kill suspected terrorists overseas. the senate intelligence committee will also likely grill him over his support for the bush administration's interrogation policies. brennan served in the cia under president george w. bush. and leon panetta will testify before congress today perhaps for the final time as defense secretary. he and the chairman of the joint chiefs will answer questions about september's deadly attack on the u.s. consulate in benghazi, libya. they'll fill in the armed services committee on the results of the defense department's internal review of the attack. four americans were killed including ambassador chris stevens. today house democrats are expected to offer their own gun control proposals. people familiar with the package

say it calls for banning assault weapons and banning high-capacity magazines carrying more than ten rounds of ammunition. they say the ten proposals are similar to president obama's gun-control plan. the democrats' proposals are unlikely to go anywhere quickly in the house. a spokesman for house speaker john boehner says the house will wait to see what the senate passes before it takes any action. for the first time in weeks, a boeing 787 dreamliner will take to the skies today. the faa gave boeing permission to fly the plane from texas to washington state. now this is not a test flight. it's just a way to relocate the plane. all 787s remain grounded while investigators figure out what's wrong with their lithium ion batteries. the ntsb says despite the issues, that type of battery is not necessarily unsafe. the agency says manufacturers just need to build in reliable safeguards. let's check in with the live desk. good morning. >> good morning. this is the breaking news folks want to hear. we're getting word that the powerball winner is in virginia.

for ethan. >> ethan turned 6-year-old. the fbi says they expect to spend at least two more days collecting evidence at the scene. we expect a guilty plea today in a terror plot to blow up the federal reserve bank in new york. 21-year-old kwasi nafise will appear in court. he drove a van with 1,000 pounds of explosives to the door of the bank and tried to set it off using a cell phone. the explosives were fake set up in a sting operation. the man's family says he is incapable of plotting such an attack. in the day ahead, president obama will speak at the national prayer breakfast in northwest washington. the president will meet with religious and community leade across the nation taking part in the 61st annual prayer breakfast. this is video from last year where he says he relies on faith and values to guide him. the national prayer breakfast has been held every year since 1953. after breakfast, the president will head to leesburg,

virginia, where house democrats are holding their retreat. the president will proposal his second-term agenda at the lansdowne resort. vice president biden spoke to the group yesterday and said the world has changed since 1994 when congress passed an assault weapons ban. many blame that vote for costing democrats control of the house and senate. that ban has since expired. today prince george's county schools decide whether to implement new safety measures in the wake of the shooting at sandy hook in december. according to the "washington post," the board of education will be given recommendations today that include requiring every person entering a county school to show i.d. the schools would also hold two large-scale drills every year, including a lockdown drill next month and an active shooter drill in april. 18 after the hour now. this morning, a man is undergoing a mental evaluation for trespassing in an anne arundel county school just before police made a shocking discovery in his home. police say 25-year-old justin beaumont walked into north county high school in glen burnie on monday and told people

in a written response to those lawmakers he faces later today, brennan says that those drone strikes are rare but are legal. he is defending them and will talk more about that today. he'll be asked more about that today as the top counterterror adviser for the president. the white house also releasing what had been a classified memo to lawmakers on these intelligence committees with the legal justification for why the u.s. thinks or, as the white house put, it we're doing this for the right reasons in the right way. but the ucla, privacy groups, lawmakers, even some states disagree. 11 states are trying to restrict how drones are used in their areas. but the big question is, can the administration without a court getting involved, without prior approval, use these unmanned drones to kill terror suspects overseas that are sometimes american citizens? that will be part of the questioning today, along with interrogation tactics. remember, brennan was at the cia for 25 years. under the bush administration

when water boarding and other tactics were being used and questioned, he said he raise objections and had concerns about those tactics. eun? >> tracie potts live for us. thank you. the pentagon is making a drastic move this morning ahead of a potentially huge budget cut next month. defense secretary leon panetta says he will reduce the number of aircraft carrier groups in the persian gulf from two to one. that decision comes just one day before the "uss harry s truman" was to leave for the gulf. two carrier groups have been stationed in the region for the majority of the past two years because of rising tensions with iran. president obama's choice to replace leon panetta at the pentagon will not receive his first confirmation votes today. the senate armed services committee decided to delay the vote on former senator chuck hagel after demands for more information from republicans. several senators have asked for more degree of hagel's business dealings and content of past speeches. democrats say the move is just political posturing and they fully expect hagel to be

confirmed. this morning a northern virginia congressman is defending his support for a bill to legalize marijuana. representative jim moran as well as d.c. delegate eleanor holmes norton are two of the several co-sponsors of the measure. it calls for decriminalizing marijuana on a federal level and allowing states to regulate it. moran says it's time to reform drug laws, calling enforcement expensive. he says federal taxation could generate upwards of $20 billion a year. today family, friends, and colleagues will pay their final respects to a prince george's county civil rights pioneer. tonight is the viewing for former maryland delegate christine jones. this is happening at the bethlehem baptist church on martin luther king avenue in southeast washington from 7:00 to 9:00 tonight. jones died after rescuers pulled her from her burning home in temple hills. jones of the first african-american to represent prince george's county in the maryland general assembly. she was 83 years old. funeral services are tomorrow at 11:00 a.m.

today maryland lawmakers will consider a bill that will make it easier for you to vote long before election day. the house ways and means committee will discuss legislation to increase the number of early vision centers in general elections. some marylanders waited in line for hours to cast ballots during last fall's early voting period. governor o'malley wants to increase the number of early voting days, as well. also today, the man convicted of killing chandra levy will appear in a d.c. courtroom for a mysterious hearing. we're trying to get to the bottom of what is this is b. we know the convicted killer, ingmar guandique, is heading here from prison in alabama. we know there have been two other closed door hearing in recent months to discuss the credibility of a witness in guandique's trial. we don't know if the witness is the man who testified that guandique testified to killing levy while in prison on an unrelated conviction. chandra levy's parents say they're fine with the judge's decision to keep those hearings private.

attorneys for the postal service, though, say the agency has the legal right to make that change. sheer one proposal to make a college degree much more affordable. the american council on education is recommending students receive college credit for some online courses. a company called corsara offers the classes. the courses are free. students will have to pay between $100 and $190 to receive college credits. dozens of colleges offer free online courses. most offer degree credit for them. and preschool could also become more affordable. a thinktank just came one a plan to provide preschool for all children 3 and 4 years old. federal subsidies for childcare would increase to about $7,200 per child. the number of students in early head start programs would double. the group's plan would cost about $200 billion over the next ten years. want to turn to meteorologist tom kierein now. as you're tracking this last
